The “Kim Soo Hyun Prevention Bill” Surpass 50,000 Signatures, The National Assembly Must Review It
The so-called “Kim Soo Hyun Prevention Law,” a bill aimed at raising the age for statutory rape involving minors and strengthening punishment, has surpassed 50,000 signatures on the national petition site.
According to the National Assembly’s electronic petition system on the 7th of April, the petition titled “Kim Soo Hyun Prevention Law,” which was posted on March 31, had gained 51,083 signatures as of 5 p.m. Under the National Assembly petition system, if a petition garners 50,000 signatures within 30 days of posting, it is referred to the relevant committee for review. The committee must then decide within 90 days whether the bill will be presented at a plenary session.
As the petition has met the required threshold, it will now be referred to the appropriate committee for consideration. The committee will deliberate on whether it will proceed to a full National Assembly vote.
The petitioner wrote, “The grooming sex crime committed by Hallyu star Kim Soo Hyun against the late child actress Kim Sae Ron, who was a minor at the time, has enraged the public. Unfortunately, the current statutory rape law only protects minors between the ages of 13 and 16, which means Kim Soo Hyun cannot be legally punished.”
They added, “Although Korean law clearly defines anyone under 18 as a minor, the current age range for statutory rape allows pedophiles to evade punishment. To prevent such incidents from happening again, we propose the revision of the statutory rape law under the name of the ‘Kim Soo Hyun Prevention Law.’”
The petition proposed the following:
- Raise the applicable age range for the statutory rape law from the current 13–16 to 13–19.
- Change the punishment from a fine for molestation and a minimum of two years in prison for rape to a minimum of two years for molestation and a minimum of five years for rape.
Meanwhile, Kim Soo Hyun is facing allegations that he dated the late Kim Sae Ron while she was still a minor. The families of both Kim Soo Hyun and Kim Sae Ron have been issuing rebuttals and are engaged in an ongoing dispute over the truth.
Kim Soo Hyun held a press conference at the Stanford Hotel in Sangam-dong, Seoul, on March 31 and stated, “I did not have a relationship with her while she was a minor.”
