Popular Singer-Actress Ock Joo Hyun Under Fire For Operating Agency Without Proper Registration, Issues Apology
Singer and musical actress Ock Joo Hyun, who faced controversy over operating without properly registering her agency, has promised to prevent a recurrence.
On the 12th of September, her agency TOI Entertainment released an official statement to address the controversy.
Previously, suspicions were raised that Ock Joo Hyun’s agency TOI Entertainment had not registered as a popular culture and arts planning business. Her former one-person agency, Title Role, had also not completed registration.
According to Article 26 of the Act on the Development of the Popular Culture and Arts Industry, agencies (such as entertainment management companies) are required to register as a popular culture and arts planning business. The Korea Creative Content Agency’s system also clearly states that it is illegal for an unregistered entity to conduct such operations.
Violating this law can result in up to two years of imprisonment or a fine of up to 20 million won. In addition, any contracts or business activities carried out while unregistered are considered illegal and may lead to suspension of operations if discovered.
Through the agency, Ock Joo Hyun said, “Around April 2022, after establishing a one-person agency, I began the process of registering for the popular culture and arts planning business license. However, due to my lack of knowledge of administrative procedures at the time, some steps were missed, and as a result, I failed to complete the registration on time. This was entirely due to my immaturity, and there is no excuse,” she apologized.
She continued,“After realizing my mistake, I immediately went through the supplementary process, and on September 10, 2025, I submitted the registration application for the popular culture and arts planning business. I am currently awaiting approval. To prevent similar issues from arising again, I will seek expert assistance to ensure all future procedures are handled thoroughly. Through this incident, I have resolved to strictly comply with all related regulations and procedures, and to continue my activities with sincerity and transparency.”
