Lee Do recalls his past conversation with Moon Baek about revenge and what not. Lee Do says its not worth it to commit a crime in the name of revenge during their conversation.

At Officer Cho’s funeral, everyone is heartbroken. While discussing the guns issues, the people hold two protests, one demanding for guns and the other demanding for no guns. Police is deployed because everyone fears an issue and the president is about to hold a speech and possibly call for martial law.

Because of this issue, Lee Do decides to head into the place and help control the situation. As he reaches that location, he is called by Moon Baek who asks if he enjoyed the tour of hell. Lee Do asks why he picked him and he says that initially, it was curiosity and he also wanted to see if he’d uphold his promise to not touch a gun again.

Moon Baek says even those closest to him were saved by the guns he distributed and he was shocked so many Koreans wanted guns. He gets up and asks him if he wants to see what would happen if so many guns were suddenly distributed.

He calls a person and someone drives a truck up to the rallies place. Then, he says the truck has guns and whoever wants can take one. Chaos ensues.

Moon Baek heads downstairs to see the chaos leaving Lee Do to deal with the guards who fight him, he kills all of them and heads downstairs. Everyone is panicking and fighting for the guns and people are threatening to shoot at each other.

Moon Baek walks among those people and then throws a gas bomb that coats the place. Now, no one can see anything. Lee Do searches for him and finds him holding a gun, but he’s not pointing the gun at himself but at the air, he wants to see how will people react if one fired.

However, as he’s about to fire it, one person shoots him. Likely, the police or special forces. Due to this, people panic and begin to shoot at each other. One kid cries holding a gun and Lee Do drops everything to protect that kid. This is all caught on camera and people applaud his heroic action.

After it ends, over 70 people die due to guns and more are in critical condition. Reporter Wang profits a lot of this and even gets his own high-rise condo. He is on the phone with someone and insists on publishing a story disregarding the protection of the victims. Then, a cleaning lady comes at him and shoots him dead because she begged him to take down an article that hurt her child’s life. He dies on the spot.

At the hospital, Oh Kyung-Sook recovers and Lee Do sees Moon Baek. He’s in a bad and critical condition. With his cancer and the gun shot wound, he won’t likely survive.

A bunch of the foreigner businessmen dealing with the guns make the decision to send a woman to kill Moon Baek who is lying in the hospital.

Meanwhile, the government and people decide to stop this and everyone is told its better to hand back the firearms they got. So, a lot of people go to a location in public where they can hand back the guns they got. This includes the bullied nurse.

Lee Do goes back to his regular duty and accompanies a kid on his way to school.
